Chairman John Hebert, Vice Chair Paul Maynard, Clerk Jesse Limanek and Selectmen David Hall and Michael Kenney

Chairman Hebert calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

Sutton Youth Baseball Proclamation read by Selectman Limanek
Purchase & Sale agreement between the Town of Sutton and George Kowszik to purchase 1 acre of land to add on to Pigeon Hill Cemetery for additional burial lots as well as the possibility of a communications tower for public safety. The purchase price is $22,000.00 and must pass at Town Meeting. Once it passes the land will be surveyed and at that point the town and Mr. Kowszik will decide the actual acre to be purchased. The tower would be placed at the back end of the parcel abutting Blackstone National Golf Course. Selectman Hall asks if there are contingencies on this P&S for the actual use of this property for what we plan to use it for. TA Smith replies yes, the first goal is for additional lots, there is currently a propagation study for the communications tower. Vice chair Maynard says this is a great site,
a good location for a systems tower and it is at a good price. Selectman Limanek asks if a tower was to go there what would be the approx. foot print. TA Smith and Vice Chair Maynard reply around 40X40. Selectman Kenney asks how many lots will be gained here, TA Smith says ballpark over 100 at the cost of $500.00 per plot. Selectman Kenney says this is a no brainer, the price is right, it will pay for itself. Chairman Hebert offers his thanks to Vice Chair Maynard for volunteering to look this site over. Paul was instrumental for a lot of these sites in town. Pigeon Hill Cemetery is a beautiful place. It is good to think out of the box. Vice Chair Maynard motions to approve the purchase & sale agreement with George Kowszik to purchase 1 acre of land off Mendon Road adjacent to Pigeon Hill Cemetery for the purchase price of $22,000.00, Selectman Limanek seconds passes 5-0
3 year reappointment of Town Accountant: Tim Harrison is present. TA Smith asks the BOS to ratify a 3 year reappointment of Tim Harrison. This would be effective from July 1, 2017-June 30, 2020. TA Smith goes on to say Tim is an asset to the Town and an essential member of the finance team. Selectman Hall says Tim practices the fiscal conservative approach, Dave says he strongly appreciates Tim. Vice Chair Maynard says the town’s financial success is because how you operate along with our AA Standard. Selectman Limanek says as a financial team Jim and Tim work well together and you put the best interest of the residents first. Selectman Kenney says thankyou to Tim and goes on to say it is a pleasure to have you another 3 years. Chairman Hebert says you deserve this, Jim and Tim do work well together, the money we
have saved on things such as the low interest loans. You are more than a cog in a wheel. Selectman Limanek motions to ratify a three year reappointment of Tim Harrison, Town Accountant with an effective date of July 1, 2017 through June 30, 2020, Selectman Kenney seconds passes 5-0
TA Update:
- FY18 Budget Update: Any changes to state aid will be on the Fall Town Meeting for appropriation. We have switched healthcare providers from MIIA BlueCross to Fallon Health which is a savings to the town. Thank you to the IAC for their efforts over the last 6 months. Town Election is May 23 with precincts 1 & 3 voting at the Middle school gym.
- Anonymous donation at the Sr. Center: 2 handrails and installation. Thank you to this generous donation.
- Chapter 90 work: Highway Superintendent Matt Stencel working with the pavement management plan has selected the following roads to be done: Welsh Road from W. Sutton Rd to W. Millbury Rd., Old Providence Rd from Boston Rd. to Providence Rd. and Uxbridge Rd. from Central Tpk. to Mendon Rd.
- Sutton Youth Baseball event: 11am on May 21st at Hough Road.
- Brush clipping at the Transfer Station: Sat. May 13th there will be 2 highway employees there to chip brush for 4 hours.
- Memorial Day Parade: May 29th departing the common at 11:15am and march down to the high school.
Net metering deal: TA Smith has been working with Orlando Pacheco regarding a net metering agreement. It appears that it would be 20% off our electricity bills in the SEMA district. We may also be able to get a deal for the WCMA district (this is the school and town hall).
1 year note: BOS signed a 1 year borrowing note today in the amount of $671,000.00 at 1.25% interest. At the end of FY18, the Town will be debt free except for debt exclusion.
Announcements/Round Table/Correspondence:
- Selectman Hall thanks Jen Hager for a great Arbor Day program. The 3rd graders that attended were enthusiastic, it was a great day.
- Vice Chair Maynard read a variety of items needed for the Food Pantry.
- Selectmen Limanek also comments on Arbor Day, the kids were not afraid to get their hands dirty. Jesse also commented on the Food Pantry with summer coming the use will increase.
